In a different part of the world, about 90 years ago, dealing with undesirable people started with prototyping the framework on the weakest individuals.
People with mental disabilities would be shipped to the other end of the country, and there be gassed. Those gassings were in some cases proof of concept for the use of various gasses later on.

Have it happen in select locations (Colorado, Massachusetts) so the rest of the country can dismiss it as, “well, at least they aren’t here,” or a detached, “they probably deserved it,” while the behavior is normalized. I was in several protests that were violently suppressed by police in the US, using tear gas, flash bangs, beatings etc. After threats and fascist violence, groups of armed leftists joined in more frequently.
