The fact that they won’t ban such people sends a definite message: that it’s still open to negotiation. Sometimes hard-lines & hard-walls are required, but some people, & some cultures, won’t learn that lesson, no matter the price??
They can ban Americans, they just won’t. I bet they’ve already made the deal.
