I doubt they did or know this, but there is black rust conversion paint that you can apply directly to rusty steel and it isn’t a problem.
They know that wall is built entirely on the US side of the actual border, right? In some areas, more than a mile of territory was effectively ceded. They can go and paint the other side too, if they want.
