I’m still not sure how the Federal government tried to claim they even had any sort of standing to make NYC do anything about their roads. They’re not federal highways, not an interstate, completely within the City jurisdiction.
I haven’t researched this recently but roads are partially funded federally. I know there are federal regulations that states need to follow in order to receive some federal funding for roads. I’m guessing this has something to do with using that as leverage

It’s not about legal precedence. Lots of politicians just cower and do whatever their daddy tells them.
