Not really a secret, it’s yet another military base. Probably used for enhanced interrogation™ during the Eternity War.

The base is also one of an “extremely limited number of places worldwide available to reload submarines” with weapons like Tomahawk missiles.
Military with sigint and some long range radars. Quite a bit if info available online.
