Here’s how Kat Marchá describes caracoles:

The idea’s a natural match for community-focused, anti-surveillance capitalism free fediverses, fits in well with the Networked Communities model and helps address scalability of consent-based federation.
Well, there can’t really be a governing body, but we admins do cooperate quite a bit. For example, we use Fediseer to coordinate defederations with bad actors.
We also post spammers we discover on our instances for other admins to block as well.
