      from his statement after the incident, it sounds like he was speaking in semantics. padilla was thrown to the ground, handcuffed, removed from the building, and un-handcuffed.

      depending on who is using the language, he was technically detained by one definition, but not detained by the definition used by the police. so he was, but wasnt :/
