Same as with Greenland. First sow the propaganda, let it stew for a few years so there’ll be a population online of any given locals that actually bought the bullshit. Usually very vocal teenagers who think they’re being smart or something, but are actually lending credibility to Russian propaganda.
Then if and when it gets to the point there’s enough internal conflict… it can end up like Ukraine.
Although obviously that’s not as likely with Greenland or Alberta, they’re not out of reach of Russia, surely.
