Modell said U.S. sanctions are unlikely to have an impact on Iranian oil flowing to China unless the White House targets Beijing’s state-owned enterprises and infrastructure.

    Rather than bend to Trump’s will, yes. The US can wield significant influence globally when its power is exerted skillfully, but everyone knows Trump’s decision-making is capricious and inconsistent, so they treat him as an unreliable partner. They know whatever agreement they come to with him could be thrown away the next day, so they just aren’t going to negotiate anymore
