Iran never was merely an observer, they trained Hamas and helped organise the 7 Oct attack.

Hamas literally posted videos of them training on paragliders in Iran. It was also reported that Iran met with Hamas and Hezbollah to approve the operation. Obviously it hasn’t been officially been tied to Iran, but it sure as hell quacks like a duck.

Iran have very much been at arms length with it all, but it’s all but certain they’ve had some hand in it. They’ve been very careful so as not to be easily held accountable, though. There are no direct ties, so you couldn’t prove it beyond reasonable doubt, but on the balance of probabilities Iran most likely was involved.
The last time Iran fucked around with the US they found out what a ‘proportional response’ meant to the US Navy.
