    It’s inferred from intelligence reports, scholarly work by folks who specialize in Russia, and the statement of one of Putin’s former aids.

    If you are looking for Putin going on record saying that he wants to reconquer territories that haven’t been part of Russia for well over 100 years, well you’re probably not going to find anything because he’s not making that proclamation publicly. Which makes sense, considering it would be a strategic mistake for him to do so.
