The US enacted a law in 2011 that forbids NASA from cooperating with China, which means it may not be able to study the latest Moon rocks.

    That’s because the US enacted a law called the Wolf Amendment in 2011, which prevents NASA from using government funds to cooperate directly with China

    Laws are stupid apparently

    Part of the reason for not cooperating was China dropping boosters on populated areas I think.

      Has nothing to do with that. They are concerned about China getting their hands on U.S. rocket technology that they could use for defense purposes.
