While it does sound like that, in OPs defence they are actually making a public service announcement to everyone else rather than blaming the victim in this case

Maybe i just worded this badly, but telling people to take precautions, or that something is risky and maybe shouldnt be done, is victim prevention if anything.

Obviously you cant blame people for what other people do to them, but sadly we dont live in a utopian world so everyone needs to learn how to be prepared for when things go wrong or they will suffer the consequences when the time comes.

Its like saying that its victim blaming to tell a woman to consider taking pepperspray with her when going out alone at night. Yes it would be very cool if that wasnt necessary, but sadly it is.

Don’t pay it too much mind. It’s clear that your intentions were good, your message was good and most people understood what you were saying. It’s just that written language can be interpreted in different ways, but that’s not your problem

      Yawn.

Take some basic precautions is victim blaming?

Do you leave your keys in the ignition? House unlocked? Passwords printed in a book?

Bad actors exist, will always exist. Acting as if they don’t is at best naive, and willful ignorance at worst.

Perhaps her efforts will get the average person to take more responsibility for their own security (since the most basic actions would prevent this).

I’ve given up trying to help people who don’t want to be helped. I have friends who work with IT security who “can’t be bothered” to take proper precautions with personal tech because “it’s inconvenient”.

At least this woman is taking some action. Kudos to her.
