There are improvements in regional centers(like digital records and appointments system), but in regions(and even some regional centers) there are less and less doctors, and buildings themselves have self-disassembling ceiling from neglect, disrepair and systemic corruption that builds yachts and palaces in Gelendzhik for Putin.
But in Moscow and SPb it’s good. Also dialup? I don’t think there any of it left here.

They used dial up for certain claims up to about 10 years ago, they claimed it was for security.
