I imagine there are girls around the world who have started k-pop bands so I doubt they are the first non Korean k-pop. And its pretty simple if you think a band has be to only Koreans to be K-pop then you are racist. Go fix yourself.

I think this is a pretty reasonable list of criteria to be considered K-pop. I might even replace “singing in Korean” and “debuted in South Korea” with “target the same market/charts” (I’m sure there are K-pop groups that have at least something in English).
It’s the same reasoning I give for why Avatar TLA isn’t anime: it’s certainly anime inspired, but it’s an American animation company and not a Japanese one. This group seems obviously K-pop to me.
